Gavin Callaghan is the elected Leader of Basildon Council in South Essex. First elected at 23, he now leads a politically diverse administration, bringing together different parties around a clear, delivery-focused programme for place, growth, and public service reform. He oversees a budget of nearly £350 million and is responsible for ensuring strong governance, financial discipline, and strategic direction across the authority.
Gavin’s expertise sits at the intersection of local government leadership, devolution, regional governance, and political communications. He has played an active role in shaping discussions on devolution in Essex and understands the practical realities of delivering reform within complex political and institutional environments.
Alongside his leadership role, Gavin has supported projects internationally across the Gulf, Asia, North America, and Eastern Europe, advising on governance, public sector reform, and communications. This global perspective informs his approach to policy, delivery, and stakeholder engagement.
He has a strong track record in political messaging and strategy, working closely with senior stakeholders across government, business, and the voluntary sector, while maintaining effective relationships with ministers and central government.
Prior to becoming a council leader, Gavin worked in Westminster for three Members of Parliament and as a public affairs adviser to national charities. He holds a degree in Politics from Newcastle University.
