From our Albania office, we are implementing parliamentary strengthening work funded by the Swiss Agency for Development and Cooperation (SDC). The Support to Parliament and Civil Society (PACEP II) project aims to strengthen the national oversight ecosystem, as part of a broader effort to support Albania’s democratic development and integration into the European Union.

The Support to Parliament and Civil Society Project

Effective democracy requires institutions that can hold power to account, citizens who have a real voice in decisions that affect them, and a culture of openness that makes governance accessible and open to scrutiny.

In Albania, there is political will and momentum to strengthen these foundations. Despite significant progress, including steady advances in Albania’s EU accession process, some areas still require further improvement.

Parliamentary committees are working to expand their capacity to monitor public institutions more systematically, and to make better use of the analytical tools and procedures that effective oversight requires. Independent oversight institutions produce valuable reports and recommendations, but these are not always translated into concrete action. Civil society organizations, though formally part of the policy process, remain largely on the margins of legislative and oversight work, with limited technical capacity and few structured ways to engage where decisions are made.

The project Support to Parliament and Civil Society (PACEP II) was designed to address all three in an integrated way. It works simultaneously with Albania’s Parliament, four key independent oversight institutions, and a cohort of emerging civil society organizations – on the understanding that accountability works best when all these actors are moving in the same direction, with the right tools and mutual trust.

PACEP II runs from 2024 to 2028. It is a long-term investment in institutions and people, build on the belief that lasting change requires technical rigor and politically sensitive engagement.
